There is lot going on this essay. I wonder if we can separate out these layers.
Firstly, language wise, most “world languages” have research and training aids for non-native speakers. Telugu, in contrast, has books for native speakers. In fact, the rules of spoken Telugu may not have been codified.
When I was assisting a course in “Field techniques in Linguistics”, this issue plagued me quite a bit. As a native speaker, I take lot of variations of usage and the implications for granted. But, for a non-native speaker, it appears non-intuitive and unscientific. We ended up writing a paper about it: The semantics of involvement in Telugu causation.
Secondly, there is an implicit assumption about the desire to propagate (or sustain, or introduce or choose your verb here) Telugu. I am not sure what the end game is here. It might be worthwhile discussing that issue. Perhaps, there may be some catering-to-the-audience here, as the audience is locals with expressed wish of encouraging Telugu learning in the US.
There is a reason that I am asking this question. I have seen various reasons to teach Kids Telugu. I am not sure if learning vocabulary (like any conlanger does) makes their world richer. Then, may be cultural education that offers the riches from learning the language may be justification. But, the easy cultural artifacts like movies do not justify the expenditure. The difficult cultural artifacts like good books require too much of context that a casual student of the language cannot get.
There is another serious justification, that of understanding, preservation, and continuance of a way of life, expressed through native users, creators, and promoters of language. In deed, it is the rhythms of language created by the regular users that makes the language come alive — and makes it worthwhile to indulge in. But, that is so difficult and far-fetched for the local people here, I wonder what the purpose of learning Telugu is.
There is another interesting mention about organized minority. Interestingly, language is only a small part of it. If I look at other minorities, they organize themselves along the line of religious institutions (ex: Swami Narayan temples), professions (motel Patels), and shared political interests. I submit that the local Telugu associations may be better at serving such causes than the cause of Telugu.

మీరు ‘మనబడి’ గురించి విన్నట్లు లేదు. సిలికాను ఆంధ్రా వారు నిర్వహిస్తున్న మనబడి కార్యక్రమం ప్రస్తుతం అమెరికాలో 19 రాష్ట్రాలలో దాదాపు వెయ్యి మంది బాలలు తెలుగు నేర్చుకుంటున్నారు. వీరు సాధికారకంగా నేర్చుకోవటానికి కావలసిన పాఠ్య గ్రంథాలు, బోధనా పద్ధతులు తయారు చేసి, అమెరికా నగరాలలో ఒకొక్క చోట ఒకొక్క బడిలో ఉపాధ్యాయులకి బోధనా ప్రక్రియలో శిక్షణ ఇచ్చి పిల్లలు చక్కగా నేర్చుకుని తెలుగు పోటీలలో పాల్గొనగలిగే పౌరులుగా తీర్చి దిద్దుతున్నాము. ఈ మనబడి ప్రపంచ వ్యాప్తంగా ప్రవాసాంధ్ర కుటుంబాలలో ప్రసిధ్ధికెక్కి, చిన్నారులు మనబడికి వెళ్ళాలనే ఉత్సాహంతో ముందుకి వచ్చేటట్లు చేస్తోంది. ఇంతెందుకు, నిన్నటికి నిన్న, సెప్టెంబరు 1, 2013 నాడు, కాలిఫోర్నియాలోని సాన్ హోసే నగరంలో జాతీయ తెలుగు ‘పదరంగం’, ‘తిరకాటం’ పోటీలు నభూతో అన్నట్లు నిర్వహింపబడ్డాయి. ఇవి ప్రపంచంలో ఎప్పుడూ, ఏ భారత జాతీయ భాషలలోనూ నిర్వహించని విధంగా చేసారు. నేను ఈ లేఖ సెప్టెంబరు 2 న రాస్తున్నాను. 8, 10 ఏళ్ళ బాలలు ‘ఊర్థ్వజ్ఞుడు’, ‘వ్యాఘ్రేశ్వరుడు’ వంటిపదాలను అందరిముందర రాసి ప్రదర్శించారు. దీని విశేషాలు టివి 9 వారు, టివి 5 వారు త్వరలో ప్రసారం చేస్తారు, చూడండి. నాలుగు ఏళ్ళ బాలల నించి 22 ఏళ్ళ పిల్లల దాకా తెలుగు నేర్చుకుంటున్నారు. వీరికి ‘ప్రకాశం’ నించి ‘ప్రబోధం’ వరకు ఉత్తీర్ణ పత్రాలు ఇచ్చే సంస్థ తెలుగు యూనివర్సిటీ వారు, హైదరాబాదు వారు, సిలికానాంధ్ర. నిన్నటి పోటీలలో టెక్సాసు నించి వచ్చిన బాలలు కూడా పాల్గొని బహుమతులు గెలుచుకున్నారు. అంతర్జాతీయ స్థాయిలో బోధన, పోటీలు నిర్వహిస్తున్న సిలికానాంధ్ర ఇప్పుడు ఒక తెలుగు విశ్వవిద్యాలయం స్థాపించింది. దీనిని ‘యూనివర్సిటీ ఆఫ్ సిలికానాంధ్ర’ అని పిలుస్తారు. దీనిలో డిగ్రీ స్థాయిలో తెలుగు బోధన నిర్వహిస్తారు. మీరు ఆందోళన వెలిబుచ్చిన అంశాలన్నీ ఈ మనబడిలో చోటు చేసుకుంటున్నాయి.
