    This is obviously a complex topic covering a lot of areas – Indian education system, economic factors favoring English, children’s ability to learn in a non-mother tongue etc. In my opinion, Dr. Bhadriraju’s essay is light on analysis and jumps to familiar conclusions. There are many points on which I disagree with his conclusions but I’ll focus on one of the important theses of his essay: When taught in a non-mother tongue, children do not learn well. (I’m aware that this is not a new thesis but here it is presented as being corroborated by a recent study. To that extent, this thesis can be revisited.)

    This essay extrapolates – without sufficient support — the findings of “Student Learning in the Metros 2006” (SLM2006) research (reported by India Today). I say this because the SLM2008 report mainly bemoans the rote learning done by children in India. The choice of students studying in english medium schools in Indian metros for this study is one of convenience. They (researchers) had a test (written in English) for which they have results from 43 countries readily available. And, they find that the Indian students have scored a lot lower compared to their international counterparts. (I have qualms about the significance about these results but won’t venture there.) Dr Bhadriraju’s essay draws the unsupported conclusion that the poor performance is due to the students’ English medium education. Such a conclusion could have been warranted if a parallel study that involved children studying in their mother tongues had shown that Indian children learning in their mother tongues scored better than their English-medium counterparts on similar questions.

    The other disagreement I have with the essay is that there is nothing sacred about mother tongue when it comes to being the preferred medium of learning. In my opinion, the key requirement for effective learning is that the medium / language be something the child should be able to fluent in / think in. The immigrant communities in the US and elsewhere are testament to the fact that children are quite capable of acquiring fluency in multiple languages. In other words, the fact that English is not the language spoken at a child’s home should not be a hindrance to schools equipping the child with sufficient fluency in English – especially if the child is studying in English medium schools from the beginning. In fact, at pre-schools in the USA, I have been told to continue to speak to my child in my language while they (the schools) take care of the English part. (And, unfortunately, for me, they do a much better job of teaching English to my daughter than I can of teaching Telugu to her; And, it’s been a losing battle for me.)

    Also, note that the SLM2008 report blames rote learning. One could argue that poor language skills lead to rote learning. But, that’s an argument for better English language instruction at schools rather than an argument for sticking to instruction in mother tongue. Economic and historical reasons that have given English its current prominence can not be wished away. I feel a more pragmatic approach to the problem is to leverage the fact that children can be good at multiple languages. The reason children are weak in their mother tongue is not because of the society’s emphasis on English. Their mother tongue is weak, mostly, for the same reason their English is weak: the quality of teaching. (I refuse to believe that all the atrocious articles in telugu newspapers are written by reporters educated in English medium schoools.) I believe that once language education improves and people are convinced that it doesn’t take a lifetime of learning to achieve proficiency, there’ll be less of a rush to start English as a medium of instruction from kindergarten.

    In my view, the problem can be tracked down to how we teach languages in India. IMO, the reason for this failure is ridiculously obvious: you can’t teach what you don’t know! The reason for our extremely poor language skills relative to the number of school years Indian children spend learning languages is that children are taught by teachers who themselves don’t have any fluency in the language. Put differently, the teachers are not native speakers of the languages being taught. My own example: I studied Hindi for 5 years: 6th grade till 10th. If I remember right, we used to have Hindi classes everyday. Assuming 150 school days per year, that works out to 750 hours of instruction time. On top of that I received training for and passed with good grades all the way upto raashTra bhaasha exam. So, 750+ hours of instruction for a single language is pretty intensive indeed. But, as I recognized very quickly, all that time I spent learning Hindi in school didn’t prepare me for a basic conversation in Hindi with a native speaker. And, I can’t understand 50% of the dialogue in a typical hindi movie. I bet that if the same 750 hours were taught by a native Hindi speaker, I would have a lot better fluency in the language. Same holds for English. At least, for English teaching we may have economic reasons. But, for not having Hindi taught by native speakers? No excuses!!

    As a side note, Shashi Taroor, a writer/thinker I admire, has baffled me with his recent article “Celebrating India’s linguistic diversity”. He seems to take pride in the fact that we are a nation of a billion+ that speaks to each other in English when we meet anywhere outside our state borders. Linguistic diversity is great to have after we have achieved a common language first. And, studying multiple languages in school is good if it actually gives us the ability to function using those languages.

    Nowadays everything is glamorized and popularized. Including PETA sort of activism. So there should be a popularization spiced with some glamor. Like Indina idol , KBC sort.
    Sankaraabharanam undoubtedly made more people start learn classical music. It compeled people to taste the classical music. I feel sad for my not able to share the the beauty in the telugu literature with my sons. But they feel that I am silly and crazy to expect them so. They don”t mind taking extra efforts to learn about space shutles and moon rovers since it gives them identity. and recognition. we had a small quiz comepetition in Ramayanam charecters on our corporation day. Even small questions were not known to many or most were indifferent to show their knowledge. But the same gathering was asked on something more popular subject everybody was curious or showed interest. The question here is not about Ramayanam It is about the subject being a popular one or “in-thing”. So

    Please note that even people who studied in telugu medium are not very comfortable when it comes to enjoying a small story in telugu or small kavitha. There are so many telugu medium students who have not read anything other than their text books. If you ask them if they have read anything other than their text books the answer one gets is no. So what exactly is our aim and objective?

    I went to telugu university to ask for some help in popularizing telugu among school going children. But the people who are ready to spend lacs on popularizing to foreign nationals had no interest in this particular thing. The teachers are helpless but to teach children who feel that it is just for 10th percentage which can be dumped once exam is over. Many times the teachers themselves will not have any enthusiasm to enthuse any interest.

    If any body who is really interested to promote the language other than writing or taking in elite platforms I will be most happy to work along with them. I am desperately looking for someone to help me.
